Migration registration for international students

We inform you that Federal Law N 163-ФЗ "On Amendments to the Federal Law on Migration Registration of Foreign Citizens and Stateless Persons in the Russian Federation", the registration procedure for foreign citizens and stateless persons has changed.

Registration has to be effected at the local office of the Ministry of Internal Affairs of the Russian Federation at the actual place of residence.

Documents needed for initial registration:

Upon entering the territory of the Russian Federation, each foreign citizen or stateless person must fill out the migration card and carry it for the entire duration of the stay in the Russian Federation. Upon arrival in Moscow, it is necessary to immediately submit documents for initial migration registration.

Documents needed for initial migration registration (up to 90 days):

  1. copies of all pages of the passport;
  2. copy of the migration card;
  3. copy of health insurance.

Please note that the list of required documents may vary depending on the local filing office. If you live in a dorm, check with the registration officer for this information. If you live in a rented place, you must personally obtain this information at the local filing office.

If you need to have your temporary registration extended, please apply to Department of Visa and Registration (Miusskaya Square 6, Bld. 6, office 304)

* Citizens of Ukraine and Belarus can stay in Russia without registration no longer than 90 days, Kazakhstan and Armenia – no longer than 30 days, Tajik citizens – no longer than 15 days.

Initial registration for a stay up to 90 days is processed within 3-4 days.

If the foreign specialist lives in a hotel, then migration registration is carried out automatically for the entire period of the stay at the hotel.

How soon do I need to register?

Citizens from countries with visa-free regime

  2. Extension of the period of stay at the place of temporary residence

Citizens from countries without visa-free regime

  1. Documents you need to carry at all times when you are in the Russian Federation
  2. Moscow Ministry of Internal Affairs accepts documents requesting visas in strict accordance with the new regulations
  3. Initial migration registration at the place of temporary residence for visa-carrying foreign citizens and stateless persons who have arrived to study at RSUH
  4. Extension of the period of temporary stay on the territory of the Russian Federation to foreign citizens/stateless persons for educational purposes. Application for a new multiple-entry visa
  5. Migration registration at the place of temporary residence in Moscow of foreign citizens/stateless persons from countries with a visa regime after receiving a new multiple visa

How soon do I need to register?

Any foreign citizen studying or working at RSUH is obliged to notify the Department of Visa and Registration (Miusskaya Square 6, Bld. 6, office 304) of his/her arrival and register within 2 working days from the date of entry into the Russian Federation.

Citizens from countries with visa-free regime

Initial registration at the place of temporary residence

In accordance with the requirements of the Federal Law “On Migration Registration of Foreign Citizens and Stateless Persons in the Russian Federation”, the following procedure is established for registration of foreign citizens. Any foreign citizen arriving in the Russian Federation on a visa-free basis must, within 2 working days (from the day of arrival), provide the following documents to Department of Visas and Registration (Miusskaya Square 6, Bld. 6, office 304) (for a stay up to 3 months):

  1. passport;
  2. copy of the passport;
  3. migration card with a mark of border official;
  4. copy of the migration card;
  5. copy of the passport page with the border-crossing stamp;
  6. 2 photos, 3x4 (cm).;

Any foreign citizen residing in the territory of Russia, who has two or more citizenships, one of which being Russian, is considered by the Russian Federation only as a citizen of the Russian Federation. This category of citizens register at the place of temporary residence as citizens of the Russian Federation for the period of the housing rental contract, but for no longer than 5 years. All the documents (including University decisions and orders) must duly correspond to the citizenship of the person concerned.

Reason: Article 6 of Federal Law-62 “On Citizenship of the Russian Federation” (quote): “...A citizen of the Russian Federation who also has another citizenship shall be deemed by the Russian Federation only as a Russian Federation citizen, except for the cases stipulated by an international treaty of the Russian Federation or a federal law.”

Extension of the period of stay at the place of temporary residence

Any foreign citizen continuing his studies at the University is obliged to present oneself at Department of Visas and Registration (Miusskaya Square 6, Bld. 6, office 304) one month before the expiration of the migration registration and submit the following documents to extend the period of temporary stay:

  1. passport and passport copy;
  2. migration card and its copy
  3. original and copy of the notification form of the Federal Migration Service with stamp attesting to migration registration;
  4. copy of the order of admission from the University or an extract from the order;
  5. copy of the contract for paid education services or a copy of a referral from the Federal Agency for Education or a referral from the Department of International Cooperation for government-subsidized students.

Any foreign citizen from a country with a visa-free regime, who has not duly extended the period of stay in the Russian Federation, is considered to be an illegal alien and bears personal responsibility in accordance with the legislation of the Russian Federation.

Foreign citizens from countries without visa-free regime arriving in the Russian Federation without visas on the basis of the “Agreement between the countries on visa-free travel” are considered to have entered the territory of the Russian Federation privately or for tourist purposes. This category of citizens is not subject to migration registration at the University. Visa support is not provided.

Foreign citizens entering the Russian Federation for the purpose of education are required to carry a student visa («обыкновенная учебная» - ОУ), obtained on the basis of invitation from RSUH.

Citizens from countries without visa-free regime

Documents you need to carry when you are in the Russian Federation

You can live and freely move around the territory of the Russian Federation, if you carry the following documents with you at all times:

  1. passport with a valid visa;
  2. migration card with a stamp;
  3. the tear-off part of the notification form about the arrival of a foreign citizen/stateless person in the Russian Federation with a mark of the local FMS body attesting to registration at the place of temporary residence.

You must present these to law enforcement officials (police) whenever documents are checked. Moscow Ministry of Internal Affairs accepts applications for visas in strict accordance with the new regulations.

Documents for visa extension must be submitted to Department of Visas and Registration (Miusskaya Square 6, Bld. 6, office 304) and to the local office of the Ministry of Internal Affairs in Moscow no later than 45 calendar days before the expiration of the current visa.

According to paragraph 29 of the administrative regulation on the provision of state services for registration, issuance, extension, restoration and cancellation of visas to foreign citizens and stateless persons, the documents for visa extension must be submitted no later than 45 calendar days before the expiration of the current visa. If there is a good documented reason (illness, loss of the identification document, or if the validity of the visa upon entry into the Russian Federation is less than the period provided for its extension), the documents for visa extension must be submitted no later than the expiration of the current visa.

These rules also apply to the Ministry of Internal Affairs in the Moscow Region.

Initial migration registration at the place of temporary residence of foreign citizens and stateless persons who arrived to study at RSUH carrying visas.

In accordance with the requirements of the Federal Law “On Migration Registration of Foreign Citizens and Stateless Persons in the Russian Federation”, the following procedure is established for visa- and migration-related registration of foreign citizens/stateless persons who have arrived to study at RSUH carrying visas.

Any foreign citizen/stateless person who has arrived in the Russian Federation with a visa, must, within 2 business days (starting from the day of arrival at the place of stay at RSUH), provide to Department of Visas and Registration (Miusskaya Square 6, Bld. 6, office 304) the following package of documents for registration for the duration of a single visa:

  1. national passport and its copy;
  2. single-entry visa and its copy;
  3. migration card and its copy (with a mark of the border official);
  4. 2 photos (3x4cm) on matte paper.

The period of temporary stay of a foreign citizen/stateless person in the Russian Federation is determined by the validity of the visa. A foreign citizen/stateless person is obliged to leave the Russian Federation after the expiration of the visa or another period of temporary stay, unless by the day of the expiration of the visa they have been issued a new visa.

Foreign citizens/stateless persons entering the Russian Federation for the purpose of studying are required to arrive on a study visa (обыкновенная учебная - ОУ), obtained on the basis of the invitation from RSUH, or the Ministry of Education and Science of the Russian Federation.

If transferring from another state-accredited educational institution in order to continue education, a foreign citizen/stateless person has to provide the following documents for registration for the period of the validity of the existing visa (single or multiple):

  1. national passport and its copy;
  2. single entry visa and its copy;
  3. migration card and its copy (with a mark of the border official);
  4. 2 photographs (3x4cm) on matte paper;
  5. the tear-off part of the notification form about the arrival of a foreign citizen and its copy with the FMS stamp attesting to registration at the place of the previous stay

Foreign citizens who have a temporary residence permit in the Russian Federation in another region are required to register at the place of temporary residence.

A visa providing the right to stay in the Russian Federation to this category of foreign citizens is issued at the place of receipt of the temporary residence visa.

Foreign citizens/stateless persons from countries with visa requirements, arriving in the Russian Federation without visas on the basis of the “Agreement between countries on visa-free travel” are considered to have entered the territory of the Russian Federation privately or for tourist purposes.

This category of citizens is not subject to migration registration. Visa support is not provided.

Any foreign citizen residing in the territory of Russia who has two or more citizenships, one of which being Russian, is considered by the Russian Federation only as a citizen of the Russian Federation. This category of citizens register at the place of temporary residence as citizens of the Russian Federation for the period of the housing rental contract, but for no longer than 5 years.

All the documents (including University decisions and orders) must duly correspond to the citizenship of the person concerned.

Extension of the period of temporary stay on the territory of the Russian Federation for educational purposes to foreign citizens/stateless persons. Registration of a new multiple-entry visa.

The extension of the temporary stay of a foreign citizen/ stateless person on the territory of the Russian Federation is carried out by issuing a new multiple-entry study visa for a period of up to 1 year.

The following documents for a new multiple-entry visa (ОУ) must be submitted to Department of Visas and Registration (Miusskaya Square 6, Bld. 6, office 304) 45 working days before the expiration of the existing visa:

  1. passport: needs to have at least two blank pages for visas;
  2. two copies of the passport;
  3. original and TWO copies of a single or multiple-entry visa;
  4. original and a copy of the tear-off part of the notification form about the arrival of a foreign citizen at the place of stay with the FMS stamp attesting to registration;
  5. extract from the order or a copy of the order, confirming the fact of acceptance at the University at the time of submission of documents;
  6. copy of the contract for paid education services or a copy of a referral from the Federal Agency for Education or a referral from the Department of International Cooperation for government-subsidized students.
  7. receipt of payment for a multiple visa;
  8. two photographs (3x4 cm) on matte paper (either color or black and white), with a clear full-face image without tinted glasses and without a headdress (with the exception of foreign nationals for whom the constant wearing of headdress is a mandatory attribute of their national or religious affiliation, provided that the foreign citizen is depicted in such a headdress)
  9. The original and two copies of the migration card.

Any foreign citizen/stateless person from a country without visa-free regime, who did not apply for a new visa to stay in the Russian Federation, must leave the territory of Russia within the validity period of their visa and return to resume their studies under a new invitation.

The period of temporary stay may be extended or reduced in cases where the conditions or circumstances in connection with which the foreign citizen was allowed to enter the Russian Federation have changed or ceased to exist.

Completion or termination of studies is the basis for shortening the period of temporary stay of a foreign citizen in the Russian Federation

The decision to extend or reduce the length of stay is made only by the Federal Migration Service of the Russian Federation.

Migration registration at the place of temporary residence in Moscow for foreign citizens/stateless persons from countries without visa-free regime after receiving a new multiple visa

Any foreign citizen/stateless person continuing studies at the University, and applying for a new multiple-entry visa, has to present oneself at Department of Visas and Registration (Miusskaya Square 6, Bld. 6, office 304) for registration and to submit the following documents:

  1. passport and a copy of the passport;
  2. original and a copy of the migration card;
  3. original and a copy of the new multiple-entry visa.

Departure from the Russian Federation and the next entry

If you arrived in and left the Russian Federation on a single-entry visa, you can return to Russia only with a new single-entry visa, obtained on the basis of a new invitation.

If you did not extend your stay in a timely manner, did not apply for a new multiple-entry visa, and left the Russian Federation, then you can return to Russia only with a new single-entry visa, obtained on the basis of a new invitation.

If you have not timely submitted the documents necessary to extend your stay in the Russian Federation and have not applied for a new multiple-entry visa, you must leave the territory of Russia with your existing visa.

You can return and continue your studies only with a new single entry visa, obtained on the basis of a new invitation.

Before leaving, you must inform Department of Visas and Registration (Miusskaya Square 6, Bld. 6, office 304) about your departure. Upon entering Russia, you will need to go through initial migration registration again (see the Initial registration part).

If you have already been issued a multiple-entry visa, then each time you return to Russia (for example, after the holidays), you will need to immediately (within two working days) come to Department of Visas and Registration (Miusskaya Square 6, Bld. 6, office 304) and submit all the documents needed for registration for the duration of your existing visa.

Documents to be submitted to the University Passport Department:

  1. original identification document (passport);
  2. copy of the passport;
  3. original and copy of multiple entry visa;
  4. original and copy of the migration card with a mark of the border official.
