On September 26, a presentation of a new edition of Oleg Rumyantsev’s book “On the constitutional development of Russia. Selected works in three volumes” was held in the Academic Council Hall of RSUH.
“The presentation of the work of Oleg Rumyantsev, the founding father of the Russian Constitution of 1993, who actively influenced political processes in the 1990s, is very important for understanding the history of our country and its general legal framework,” said Olga Pavlenko, Vice-Rector for Research at RSUH.
Dr. Oleg Rumyantsev is a Russian constitutionalist. In 1990-1993, he served as a People’s Deputy of Russia, was a member of the Supreme Council of Russia, executive secretary of the Constitutional Commission, headed the working group on the preparation of the draft Constitution of the Russian Federation, and participated in the Constitutional Conference under the President of Russia. Currently, he is the President of the Constitutional Reform Foundation, Chairman of the Constitutional Club, the Commission of the Association of Lawyers of Russia for the Development of Constitutional Legal Awareness, and the Editorial Board of the magazine “Constitutional Bulletin”.
The first volume is a 1994 monograph "Fundamentals of the Constitutional System". It was written immediately after the defeat of the Supreme Council, right after the constitutional reform. It describes the conceptual ideas that the authors of the Constitution wanted to convey. The first part also contains a practical course on the fundamentals of the constitutional system, recommended for use by students of law.
The second volume presents the history of the creation of the Constitution of 1993: "A Documentary Poem in Seven Parts with a Prologue and Epilogue from the Executive Secretary of the Constitutional Commission 1990-1993". It describes the process of constitutional reform and the context of the emergence of the Constitution. The final volume, “The Evolution of Russian Constitutionalism”, contains selected articles, speeches, essays, and features from 1990-2024 that show the changes in the country, the state, society, and the author himself during the development of the constitutional system.
