Trends in the development of economics, law, public policy, ideology, civil society, social sphere, international relations and human interaction with the environment were discussed on December 3 at the Faculty of Public Administration of the Lomonosov Moscow State University as part of the opening of the 21st annual conference “Public Administration in the Context of New Challenges.”
Deputy Minister of Science and Higher Education of the Russian Federation Konstantin Mogilevsky gave a welcoming speech about the value transformation of the humanities:
“It is becoming obvious that our country is at a new stage of development. Both the society and the state have a great demand and great hope for the social sciences: the country expects answers to many questions from the humanities. In the search for answers to these challenges of the time for the humanities, of course, traditional values are the most important supporting pillar,” he noted.
The session was moderated by Dr. Vyacheslav Nikonov, Dean of the Faculty of Public Administration at Lomonosov Moscow State University, who proposed 10 values that are relevant to Russia and have global significance for discussion: justice, conscience, dignity, equality, diversity, international law, democracy, freedom, independence and harmony.
Acting Rector of RSUH Andrei Loginov noted the leading role of the humanities as a cultural institution linking modernity and tradition, and also emphasized the educational potential of the humanities for new generations. In modern conditions, universities should be of particular importance as resource and expert centers in the development of the social and humanitarian sphere of the state.
"Everything is clear and distinct in our core of values: it contains the ideological components voiced by the President and is part of the strategic planning documents. A complete consensus has been reached on this issue in the Russian Presidential Administration, the Russian Government, and the Russian Ministry of Science and Higher Education. There are 5 values: protecting historical truth, strengthening Russian identity, preserving spiritual and moral values, supporting the Russian world, and developing Russia's potential as a civilizational country," said Andrei Loginov.
The 21st International Conference "Public Administration in the Context of New Challenges" will be held December 3-7 in the Shuvalov Building of Lomonosov Moscow State University. The participants will discuss issues of economic modernization, digital transformation of public administration, modern opportunities for managing social systems and personnel management in the context of new challenges, prospects for strategic planning and import substitution. The Conference will be attended by Russian and foreign scholars, representatives of state authorities and administration, parliamentarians, experts, journalists, teachers, graduate students.
