Expert Council for the Development of Digital Economy, Technology and Innovation of the Youth Parliament

A meeting was held at RSUH on the topic "Counteracting a destructive ideology (Nazism, terrorism, crime)"

The meeting was moderated by Mr. Alexey Mostovshchikov, member of the Expert Council on Digital Economy and Blockchain Technologies under the State Duma Committee.

Rector Bezborodov emphasized the importance of the theme of the meeting and the work of the University in this area.

State Duma representative Tatyana Dyakonova noted the importance of the work carried out by the Youth Parliament (an advisory body under the State Duma of the Russian Federation) to protect the younger generation from destructive content and outlined the areas that should be developed to attract young people to positive changes in society.

Dr. Konstantin Vorontsov, Professor of the Russian Academy of Sciences, Head of the Laboratory of Machine Learning and Semantic Analysis at Lomonosov Moscow State University and Dr. Evgeny Garin, director of Orgraf LLC, shared their practical experience in detecting fakes and destructive content on the Internet.

Dr. Pavel Zakharov, member of the Expert Council for the Development of the Digital Economy, Technologies and Innovations, drew attention to the abundance of fake information on the Web and spoke about the essence of the work of fact-checking platforms as one of the methods to counter fakes.

Publicist Andrei Dubrovin proposed a three-level system of content control, including the creation of self-regulatory creative unions with the authority to control the creation of destructive content and the organization of feedback.

Dr. Alexander Gaponenko, President of the Institute for European Studies, a Latvian public figure, made a presentation on the difficulty of identifying Nazism when trying to prevent it.

Dr. Alisa Shabaeva, member of the Expert Council for the Development of the Digital Economy, Technologies and Innovations, outlined the importance of creating a system for training young politicians and public figures to be carriers of moral and ethical principles for the youth audience, and also noted that the Expert Council had methodological guidelines that were ready to be implemented.

The event was attended by representatives of Prosecutor General's Office of the Russian Federation, Investigative Committee of the Russian Federation, Ministry of Digital Development, Telecommunications and Mass Communications of the Russian Federation, Ministry of Education of the Russian Federation, Ministry of Justice of the Russian Federation, Federal Service for Supervision of Communications, Information Technology and Mass Communications, the Likhachev Institute of Cultural and Natural Heritage, Alliance for the Protection of Children in the Digital Environment, Rostelekom, Kribrum JSC, the Institute of Heritage and Modern Society of RSUH, members of the Expert Council, faculty and students of RSUH.
